ICS Luncheon – Prof. Li Chen: Financialization, developmental state, and the corporate restructuring of China’s state-owned enterprise sector

This talk reviews the state-led corporate restructuring of China’s state-owned enterprise (SOE) sector and the co-evolution of China’s financial reforms and SOE reforms from the historical institutionalist perspective. It investigates the interaction between banking reforms, stock market development and SOE restructuring in China, and evaluates the capability development of China’s SOEs in relation to the learning and selection processes. It analyses the institutional continuity, complementarities, and tensions between China’s financial system and SOEs reforms, with emphases on the reciprocal control mechanisms in China’s evolving state-finance-SOE nexus. It argues that the viability and growth of China’s state economy stems from the emergence of new ways of augmenting and reconstructing the institutional complementarities underlying the interfaces among the state, financial system, and the SOE sector, which constitutes a new form of developmental state.

Speaker:
Prof LI Chen is an Associate Professor at the Centre for China Studies, The Chinese University of Hong Kong (CUHK). He is also a Research Fellow (by courtesy) at CUHK’s Lau Chor Tak Institute of Global Economics and Finance (IGEF). He has researched, written and taught on a wide range of issues in China’s political economy, international development, public policy, institutional reforms and business environment in the global context, such as China’s state-owned-enterprise reform, financial regulatory reform, government-business relations and industrial & regional development policies. He received his PhD and MPhil in development studies from the University of Cambridge and dual bachelor degrees of law and economics from Peking University.
